Display languages

We have been requested not only to support English as user interface language but also other languages.
With our the plugins we will develop we will try to bring more business oriented users together with engineers. With that we got the question to support multiple languages as well.

VS Code has the notion of Language Packs / Locales: https://code.visualstudio.com/docs/getstarted/locales
Is that foreseen in Theia as well? Are there additional language packages or is Theia prepared to support other languages in future? Or does it requires a refactoring of Theia to support it over time?

@cbos localization is not yet supported (https://github.com/eclipse-theia/theia/issues/5000), along with language-pack extension support. In the past an effort was made to add support for locales but it has not been worked on for a while or merged due to other priorities: https://github.com/eclipse-theia/theia/pull/396. Efforts to support localization are definitely most welcome.

So the plans are available, execution still have be done / completed (and contribution to it can help that ;)).
