Currently in the file explorer I can click right and upload files, but in the File menu it shows disabled. How do I enable it?

The command Upload Files… is enabled when a folder is selected. There is an issue tracking improving the implementation to always enable it despite a selection and in that case it will be uploaded to the workspace root https://github.com/theia-ide/theia/issues/5739
Could be a folder selected programmtically (e.g. via command invocation)?
