it seems close the window and reopens a window when Open Folder, I want it to open the folder in the current window, not close and reopen. video below.

The "workspace.preserveWindow": true should control the behavior when performing open folder to re-use the existing window to load the workspace. In order to successfully load the new workspace (folder), the app re-initializes for services, and to apply previous layout and so on. The same can be experienced in VS Code.
