Include task items from task.json to command palette

I have a task to include items from ‘Task: Run Task…’ command to command palette: https://github.com/eclipse/che/issues/12239

I think we can have a new preference item (disabled by default) that will control showing tasks in the command palette. @svenefftinge @anton-kosyakov @alex-tugarev
